2025 Plan Preview 2 Cutpoints
CMS recently released the annual memo “Second Plan Preview of 2025 Part C and D Star Ratings Data” on 9/5 announcing that the second Plan Preview will start 9/6 and run through 9/13.
BHA has analyzed and compared the newly available 2025 Cutpoints with the previous year.
Here is the summary:
- This is a challenging stars year. Majority of cutpoints became more difficult. 118 out of 168 CPs (70%) became more difficult.
- 30 CPs (18%) had no change and just 20 (12%) CPs became easier.
Let’s take a more deeper look into what changed and which measures went up:
Key takeaways:
- Many cutpoints moved excatly the amount allowed by guardrails.
- Most clinical measure cutpoints went up with TRC as the exception
- CBP was not as guardrails don’t apply for new measure up to 3 year.
- CAHPS were more or less stable. However, C20 – Getting appointments and care quickly measure went up substantially.
- Call center and Appeals measures were no exception and saw their cutpoints get more difficult to achieve.
- Part D Adherence measures remained stable and even slightly easier for some cutpoints.

- Closely review the posted data for each measure, as well as their preliminary Star Rating assignments.
- Immediately flag CMS of any suspected data issues or errors
- Download all worksheets and files to perform internal validation of the recently available data
