Part C - 2022 Cutpoints

As we are anticipating an Oct 7 release of CMS' Star Ratings data for all contracts, here's some information about the cutpoint changes in the PP2 Tech Notes. We've graphed the 2022 cutpoint changes so you can quickly see the relative change in 2022 versus 2021.

Keep in mind that both 2022 and 2021 data were collected in the midst of Covid-19 so these results aren't typical. If you want to see the long-term trend of all measure's cutpoints,

please see BHA's Star Measure Browser which graphs each measure.

Using these graphs:

- Green indicates that the measure cutpoint is an easier (usually lower) threshold

- Graphs are shown as a percentage change in cutpoint

You'll notice that most measures had small changes. This is, of course, as to be expected since the Covid disaster policies dictate that many of the contract scores themselves are identical to those from the prior year. Also, unsurprisingly, many preventive services were skipped by patients and thus some cutpoints became easier, particularly at the 2-star level. We expect that this will reflect new plans with subpar scores that didn't have prior year data to fall back on. We'll soon see.

Complaints and disenrollment measures are duplicated between Part Cand Part D.
