Note on Stars Planner:
There are 4 discrepancies between Stars Planner's ratings calcluation and CMS. This is because we have not yet implemented CMS's updated logic for disaster policy Hold Harmless related to new 2026 measures. See 2026-technical-notes, page 8. This impacts contracts H5422, H1036 , H4003 ,H4004.
